Being blunt, inspiration isn't going to come waltzing through the door. However, try going and looking a beautiful sites. Hills, castles, and other such things help me a lot. Just a suggestion.

I'm usually not a NaruSaku writer, but being general here, just pick a reason they fall in love and describe as you can with it.

I can't say I'm a perfect writer, but there are several things that must be in play before you write and emotional scene. Firstly, try to set yourself in that emotion, secondly, make sure you have a lot of time. When I write emotions, I try and use emotional recon on a huge scale.

This means I try real hard to get myself into such a mood or think about a time when I felt something like the character. Also a lot of sensory details (sight, taste, touch, ect.) will help you a lot.
