Depending on your budget I'd probably buy a laptop instead since it will last you a good few years. You don't really need a smartphone unless your job requires it or you like wasting money. You could go for an HP Mini 1151NR Netbook with a Verizon deal. It would cost $199.99 with a two-year agreement on a mobile broadband plan and internet access starts from $40 a month.
A laptop and smartphone are vastly different from one another. It'd honestly depend on your budget when deciding which one to get. If you can afford it I'd stick with a laptop + broadband card.

Yeah, I was thinking more about a laptop myself. Does Verizon or AT&T have the better broadband card? I seen were they also got these new Mi-Fi cards out by Verizon that can connect multiple devices to the Laptop. (be handy when hooking up my 360 to the computer)

I myself have a laptop with a Sprint Mobile Broadband card, and I absolutely love it. I can take my laptop anywhere with me, and have instant internet connection to do whatever I want to do online :3

And just as FYI. I watch Naruto on my PC at home because it has the biggest screen in the house. I would watch it in the home theatre downstairs, but I like being able to surf the web and do things on the computer while I watch from my desk.
So to answer your question, it really depends on what you really need outside of watching anime. Will you still have a PC? How mobile are you? If you're always away from home and lugging around a laptop may be an issue for you...maybe the smartphone is the way to go for you. If you're a coffee shop type or were wanting to replace your current PC or laptop, I would definitely say get the laptop. The laptop is much more versatile, it's just bigger and not as mobile.

What about the Broadband being out of the central location Hotspot, does it still maintain a good high speed internet connection?

1GB is enough to watch anime on XP, and I'm pretty sure most netbooks are running XP SP3.

Depends on what you're going to be using the laptop for.
Macs are mainly for editing video, pictures, etc. Macs are more stable and are less susceptible for getting viruses.
BUT. If you're planning to use the laptop for gaming, I would suggest getting a PC.
Besides, Macs are overpriced. D:<
