Many factor like money, kishi lose interest, and Hinata popularity.
Kishi hasn't lost interest entirely since he plans on replacing Junko with Bolt for the rest of the series
If Kishi really gave a crap about Hinata's popularity you'd think he would have given us more evidence other than facepalm/rock moment and her telepathic "naruto-kun" call while she drifts off into the dream world

I assume the consensus now is that with Hinata male spawn being prepped to take up the undeserved mantle of "hero", Junko's relevancy in the series is defunct after the final episode of Shippuden is released. If she refuses to voice anyone else besides Naruto then that must mean she refused a contractual offer to continue acting for the series (including additional profits).
For a seiyuu to willingly abandon a series is apparently a very uncommon action in the anime industry. It's very difficult for a studio to hire an alternative voice actor, and when it happens, it's a task that is not undertaken casually or haphazardly. With Junko leaving, the role of Naruto is left unoccupied for the 3rd part since there's no voice to use for his character, including his ability to communicate which is an intrinsic attribute of his personality. He wouldn't be able to make any appearances except perhaps in a non-speaking cameo or in flashback footage from the first two animes (that's assuming Junko signed an agreement with Pierrot to allow her audio likeness to be used).
Delusional and ignorant though he may be, Kishi must realise that a new series using the label "Naruto" without the titular character making any appearances will not sit well with the audience. It will only impress upon them the idea that they're being manipulated with familiar titles to read and purchase their crap.

Studio Pierrot seems like the most obvious answer. They couldn't keep their hands outta the cookie jar and Kishimoto-sensei just let 'em do it.

they said it loud and clear with their mini ova before/after pain arc confession.. the one with sakura angry at hinata for her 'bicycle' ed and naruto telling sakura to give up and say studio pierot are fans of hinata.

Shonen Jump does own the rights, but I imagine SP owns an interest in the franchise too. They would have to purchase the rights in order to animate it, to my understanding.
