well i see way to many possibilities, i think the 5 great nations show attributes of all the nations in the real world, but when they say china is Kumogakure because they are gathering techniques you could also say they are like Russia during the cold war with the nuclear arms race/ military arms race with America.
also to strengthen the Russia like argument, America and Russia were backing opposite sides in the middle east during the cold war, and America gave weapons and training what eventually became Al Qaeda, as was explained in the link.
i think he has a sort of cold war era feel to his story, it just feels like its right before the turning point.
