There's a difference, Kishimoto developed Naruto and Sasuke's plot seperately, and tried to draw parallels between them. His moves don't really develop their relationship any deeper, as the first base of any relationship is mutuality, not predestined similarity

SasuNaru relationship stays at it was in part 1, which was on equal ground with both NaruSaku and SasuSaku at that moment. Eventually, I never paid attention to pairing in part 1.

Part 2 makes the cut for NaruSaku, where their friendship started to deepen. They are the closest to be romantically involved, ie. more commited, more trust, more concerned, an upgrade from their friendship. Surely, SasuNaru, NaruHina or even SasuSaku can still become cannon, but to do so it would require a major investment to really convince us that such relationshp would go somewhere. Honestly I see more chance of NaruSai than those 3.

In Topic: If you could rewrite the manga, what would you have changed?

1. Teamwork, meaning, people flanking, backing up, cover fire,...etc in a fight.
2. Bonds based on friendship, not suckish childhood
3. More varieties of military unit, e.g. cavalry, archer, ...etc
4. quantity CAN beat quality (hence the teamwork)
5. fighting hordes of fodders can be as hard as fighting a powerful individual
6. more strategic manoeuver: ambush, ration, logistics, reinforcement, morale, formation, battle tactics.
7. multiple factions competing for influence.
8. more deaths, from both Naruto's side and whatever side he was fighting
9. people don't have crush.... only mutual love.

The problem with the other "parallels" is that they never learn to let go, Jiraiya to the point of stalking orochimaru for intel, Nagato to the point of reanimating his friend's corpse, Kakashi to the point of reading porn to escape reality. Failures are always bound to happen. Part of growing is learning how to deal with failures. Those men refuse to move forward, but instead clung to the past. Naruto may save Sasuke, but there's no guarantee that he will be able to save Sakura, Shikamaru, or anybody in the future. He isn't God. The moment he thought he can save everybody, he would become Pein.

I suppose it depends on how one would view the situation.

Let's put it like this, if he's bothered just by not being able to save one person, how can he save the whole world.

There's no guarantee that Sasuke will be the last one.
