The anime distorts her irritation at Naruto to be focused only on how he was getting in the way of her chasing Sasuke, but in manga canon it's spelled out in her own words that she thinks she's being deliberately targeted by Naruto because he is enjoying mocking her by calling her "chan" in front of all the other kids. Again, she believes she is unattractive because of her big forehead, and her self-esteem is pretty low to boot. There was no way she would believe anyone would like her. Her so called "hatred" disappeared right quick as soon as she started closely interacting with Naruto in chapter 5, in fact, we see her showing a semi-conscious attraction to Naruto in that chapter (a point Kishimoto emphasizes even in the first databook. Illustrating that point with an image from chapter 5.) This almost completely ignored by the anime adaption which overly emphasizes her Sasuke fangirlism and overplays her tsundere actions toward Naruto- even having her acting the exact opposite of what she does in the manga...

And get in her love way Kishi did mention something like that in a one and one interview,
he said it was way to give a little fuel to the love triangle.

....could that be why she was so surprised that she heard naruto loved her from sai???

Basically yes. Sakura eventually figured out that Naruto had some attraction to her, but she didn't realize it was anything more than a basic romantic attraction not an intense romantic love. Thus her various flirtations with Naruto including in chapters 245, 311, 343. She was trying to send him a message that she was attracted to him too, and hinting at her deeper romantic feelings for Naruto at other part 2 moments, the first example of that in the search for Gaara arc, when she tries to say something about her feelings but Naruto cuts her off and walks away, then we have her outcry when Naruto goes 4 tails, and her words to Yamato about Naruto, where Yamato clarifies for Sakura what her feelings for Naruto are, etc....

Yet, geeky guys don't ever seem to see that about the girl geeks in high school at all- they just keep chasing the popular pretty girls and are completely uninterested in the geeky girls who actually have a lot more in common with them, and would understand their excitement over geeky stuff. Some of those geeky girls crush on the handsome popular boys because they don't want to be seen as a "freak" but be accepted.
Sakura was the geeky unpopular girl in the Academy. She wasn't one of the popular pretty girls like Ino. remember how Sakura was tormented by the other girls about her forehead, and it was clear even when she graduated her social status amongst the girl was still in the lower rungs- remember the other girls reaction when she plopped down next to Sasuke: "Who does she think she is?". She was your typical girl geek- low self-esteem because they don't fit with the cultural norms of attractiveness, very intelligent, generally gets good grades- Sakura made perfect scores on all her tests in school- it's said in the manga, and remember the written part of the Chunnin exam- she did something no Genin had ever done before- answered all nine of the questions that no Genin before had ever answered even one correctly without cheating. Sasuke is even shown thinking- I don't know the answer to even one of these. Sakura is also shown multiple times having the same reactions as Naruto, especially in part 1, but it happens in part 2 as well. Kishimoto also shows how Sakura shares geekiness with Naruto when he did that part 1 drawing where Sakura and Naruto make sentai TV show (like Power Rangers) poses in unself-consciously openly geeky light hearted fun. Sasuke does a pose too but looks hideously embarrassed to be seen doing so (Kishimoto talked about this in the first Naruto art book- Uzumaki.)
Now in part 2 Sakura is remarked by others as being pretty, and has gained much on her self-confidence. She began to fall for Naruto early on in part 1, but not fully consciously until the end of part 1 by the beginning of part 2 she's become open about her attraction and romantic feelings for Naruto. Enough so she openly flirts with Naruto the first time she sees him in 245, enough that she gives him a "bedroom eyes" look in 343 when she offers to feed him, enough to romantically embrace him in front of the whole village, enough to make her romantic confession to Naruto in front of several witnesses, etc... Sakura is as open in expressing her romantic feelings for Naruto as Naruto was to Sakura in part 1.
