I think that to think that one place is different from another.
It feels like people are saying, "Things like this don't happen here." Which is the wrong way to go about it, this can happen anywhere. There's nothing more unpredictable and dangerous then the lone wolf terrorist.
http://www.bbc.co.uk...europe-14260205Domestic Terrorism in some ways is scarier then International Terrorism because like Vyse said there's this mentality that Terrorists are Islamic or dark skinned. But the difference is that 9/11 is that it was an attack from Outside and when America is usually attacked by an exterior force, we'll try to bomb people back into oblivion.
When it comes to this event, there's going to have to be a responsibility to pay attention and keep moving forward. But extremist groups in the United States are heavily monitored. It seems to me that Norway felt it had laxed its security towards Domestic groups.

There's a released photo that he had posed with an automatic weapon. Somehow he got access to weapons that aren't legal.
But I think (and this is just me here) there's a bigger issue going on then just this senseless tragedy. Europe seems to be having a building backlash with the economic problems, immigration and multiculturalism currently going on the past decade. Especially with Islamic Nations. Now say this wasn't a Right Wing fundamentalist, what if this was the work of Islamic Extremists? How would the reaction differ?
Either way, I hope the people of Norway recover and emerge stronger.
