Heh, well, it should be pretty obvious.
Sakura, simply because she is the one that's closest to him. Honestly, she's the only one that could feasibly be kidnapped that Naruto would go insane over. Even then, good luck XD.

I think the fact that Sasuke is a part of Akatsuki is reason enough to lure out Naruto. Sasuke just has to say "Naruto..." in a montone voice and look at him with his nonchalant look and Naruto will come.
