HOTTEST female? Ouch. That's pretty tough, considering the fact that it's a manga, so...
1. Tsunade. Being hot is more than looks and giant boobs (which are real, by the way,) Tell me her feisty attitude isn't hot
2. Konan
Need I say more? She looks like a dominatrix! Lol!
3. Mizukage.
(Her giant boobs may be part of the reason) I can only see one of her eyes, so I can't exactly say she's got a pretty face, but everything that IS visible... whew!
4. Samui

Cute yet very feisty, strong, intelligent... all in one girl = HOT!!! 
2) Yamanaka Ino - The Konoha 11's Alpha female, alot of sex appeal!
3) Karui = another feisty tsundere! (she needs more action!)
4) Tie between Sabaku no Temari = 'nuff said! and Tenten = sexy Chinese chick!
