So I don't think that this cover symbolizes NH.

It symbolized Neji / his memory. Maybe beause clearly Hinata didn't do that.

Lets be honest, Hinata finds solace in being near the one she loves to the point she's a part of his life and vice versa. Neji blessed them so he might be giving the reigns to Naruto to protect Hinata.
