Yes, I'm certain that person is Sakura.

Of course, that cover doesn't mean NaruSaku will become canon. I don't rely on covers and no one should -or would- need in this forum. Nevertheless, it's hilarious like the cover of the chapter of the Hinata's confession depicts Hinata quietly looking to Naruto and Sakura as they walked together, surely oblivious to her.

No, Sakura is the only one of the girls who's shoe heel looks like that. Plus look at the shadows as well, you can see the short sleeve of Sakura's medic nin shirt and the hair shape of the shorter person is Sakura's.

I would not be surprised, as Naruto-kun and Sakura-san are always together. I read in a book titled "Adolescent Companionship" that two people who are romantically interested in each other spend a lot of time together.
