Likely the later, just like Sasuke (and Naruto too for that matter) was protected from Danzo. They may have been emotionally neglected but protection and basic welfare were provided. In Nonou's case she had retired, like Tsunade, and it appears once a ninja retires they are free to go wherever they wish and do whatever they wish. (Tsunade was even skipping out on paying her gambling debts...) But because Nonou was unfortunately from Root, Danzo was able to force her back into service...

I'm sorry for asking,but what does it mean exactly? Some kind of contest? There are no magazines like "Shonen Jump" in my country so i don't really know what it looks like or what it talks about besides popular manga news.

In Japan, manga is first typically published in chapters in a zasshi (magazine) along with 10-30 other manga (a few have even more than that) published on a weekly, biweekly, monthly, or quarterly basis. Shonen Jump is a weekly shonen (boys) manga zasshi targeted at male readers 11-19 years old (although, reportedly, in reality, it's female readership is close to 50%, and it also has significant number of readers 20-50 years old) Besides Naruto chapters Shonen Jump also is where Bleach and One Piece have their chapters first published in. If a title proves to be popular enough with readers, then it quickly gets released in tankobon (the closest comparable western words would be graphic novel, tankobon basically means "novel".) format. Those volumes sales tend to be what animation studios look at. If the sales are high enough then animation studio offer a contract to the shuppansha (publisher) and mangaka (manga creator).
Golden Week is a week where there are 4 different holidays. Having so many holidays in one week most businesses simply close for the week. Golden Week is actually April 29-May 5 but the sources the scanalaters use get their comics a week earlier than they hit the stands in Japan. So this is the week the Golden Week holiday delay hits for us.
