He probably could he just wouldn't be very good at it. I'm pretty sure training and experience is also something you need to become a medic otherwise you could just steal some supplies from a hospital and call yourself a doctor.

Kakashi could copy the hand seals used for medical techniques, but there's nothing to indicate that his attempt to use one would have any effect on an injury or that he would even know what he's doing.

It's not just chakra control. Tsunade also explained that medics need to have a specific set of skills and specialised knowledge presumably related to biology, medicine, effects of said medicine on the human body, herbs or other components that go into creating an antidote/medicine, surgical training, and whatever else is usually applied in the science. That's why you don't simply copy seals down and then use a jutsu.

Medical ninjutsu is a very exclusive field of study because of the many stringent requirements. Apart from what was already mentioned, it appears that in order for someone to become a professional, they need to dedicate themselves to it. Memorisation and a high IQ are also very important qualities to have. That's why there aren't too many experienced doctors out in the field, a village's best medical practitioners are usually seen at hospitals or performing their duties directly under the Hokage's orders. Most units might have some basic knowledge of rudimentary techniques like CPR and stitching (Kakashi has shown that he's capable of performing the latter on his own), but for grievous injuries or illnesses, they need a medic. Even then, a medic isn't the same as a fully trained doctor.

Of Team 7's men, the most qualified member to become a medic would be Kakashi. He's fairly intelligent and his chakra control must be impressive since he applies it so much to his ninjutsu. But there's nothing to suggest that Kakashi would advance any further than maybe an advanced medic's level. Kakashi is ultimately a front-line combatant and his field of expertise involves battle. If he took a few years leave to train in the medical field, he could make some progress, but there's no way he would attain the same level of skill, experience, and knowledge as top-notch medical specialists like Kabuto, Shizune, Sakura, or Tsunade.
