Because he is being put with the Worst Generation. That's like asking why isn't Capone Bege beside Big Mom.

 

But that's it. he isn't, he is put right below the four emporors with the Shichibukai, We have the four emperors at the top, then below them the Shichibukai, and at the bottom we have the Worst generation  bunched together, but X drake on the same line as Hancock (who is the first Shichibukai, not the one closest to the Worst Gen.) with Black Beard between them. His positioning is the only questionable  there, everyone else is self explanatory.

It's not just Sanji though, I don't feel like he can beat anyone in the crew. I know that bounties aren't really an accurate means of strength, but still, I don't think he deserves to be above anybody else in the crew. Not to mention him running away against sugar left a really bad taste in my mouth. Not really sure I'll be able to like him as much as other crew members.

He freed over 2 billion berry worth of bounty in those pirates, and took out an executive twice. Like Oda said, he will always be the weakest Straw Hat. The problem with his bounty is just that it's too high compared to other members. It might take everyone except Sanji and Robin 2 bounty increases to surpass Usopp in fame now. That's too much.

Right, but he freed all those people. They knew about this because they had his picture and name based on all the pirates praising him. I would give him a huge bounty too if I was in charge. Remember the government doesn't read the manga we're reading. xD

Usopp has to be the weakest. If he isn't the weakest then he'll be so strong in the end that his ego will be more self-assurance than bravery. That's not his dream or character.
