Being a non-combatant/civilian in the Naruto-verse would be utterly terrifying.
You live in a world where a teenager can spit a gigantic fireball or hypnotize you to do whatever.
And that's not getting into the frequent attacks by a sentient mass of malevolent chakra shaped like gigantic, mythological beings....
...That was created from the same guy that taught everyone how to shoot fireballs, climb walls, CREATED A MOON, and other superhuman feats of "SCREW YOU PHYSICS!"
You live in a world where a teenager can spit a gigantic fireball or hypnotize you to do whatever.
