Is there a way to buy art commissions from a japanese artist on pixiv? I don't speak japanese but i really want to buy one of the commission.

Probably have to send them an email asking about commission work, but as you said you dont know Japanese. Maybe try finding someone on google or anywhere else to help with that bit.

Just send that artist a PM in simple English. Many Japanese people can understand English but it's advisable to use simple English. If you don't know Japanese, then you must include at the end of the message that you can't understand Japanese.

 

Same applies for asking permission to repost a fanart and to use a fanart as a profile pic/sig/web layout outside pixiv.

Thanks for the advice! but im still worried about how i would pay them Since they require you to pay in yen rather then us dollars. The only way i could do that is through paypal not sure if the japanese artist uses paypal.

Um I need help again i kindly asked that pixiv user if i can get an art commission and i haven't gotten  any response from him for over month and i asked him twice after the first request but didn't get any replie. I even told him that im american and don't speak any Japanese. What can i do? Are some japanese people too shy to respond or don't wanna talk to foreigners?

Just wait. One pixiv user didn't reply for more than 5 months and I got a reply. For the alternative solution, if that artist has a Twitter account, you can send him/her a tweet about the message you've sent on pixiv.
