That doesn't necessarily mean that. Plus, it was already hinted before that Sasuke would get closure, so this would just relate to that. There's probably so much more...

Maybe Sasuke pokes her in the forehead and makes her insecure about it, and an NS scene happens?
I dunno, but with the way Evil does things, Sasuke might not even be involved and Evil sounded sarcastic in response, so it could be an NS scene in disguise. I mean, she also doesn't out right spoil things.
At least her images are funny and not like the Chinese spoiler for Vampire Knight -.- Those were dark days.

Not a biological arm that's completely the same as Sasuke's original, no. But he could theoretically use Demon Realm to create a high-tech robotic replacement, similar to the one Nagato created when he had Naruto and Bee under his grasp.

Sasuke's forehead poke essentially means he is offering his arm to Sakura....to sew on naruto's stump. Naruto will have Sasuke's arm.
...uh...Sasuke has his right hand in the The Last movie...
