Youth ordinance bill passed

Frankly, I'm pretty much 50/50 on this. One, this doesn't specify the limits of the content. So, a law as ambiguous as this shouldn't have been passed in the first place. Two, I'm actually quite supportive on this as long as there's a fine line drawn for it.

And interestingly enough, it doesn't say anything about AV's. Which I think is hypocritical. If they wanted to censor stuff in manga, why don't they do the same to AV's?? Plus, apparently the governor had written a novel with some rape content in it. Very hypocritical if you ask me.

And this guy makes a good point:

QUOTE ((from MH))
All crime can cause an AO rating....name one good shounen series where there isn't any death or killing? Sarcasm about Naruto and Bleach aside there IS killing and death.

This is so broad and insane anything can be banned.

One publisher refuses to print or reprint printed manga that shows school uniforms.

Not for hentai purposes...just in the setting.

This law is the japanese version of the american comic books code.

They want to prevent child abuse by caving into the demands of retarded countries with far higher rape statistics than japan.

Maybe Ishihara will write to Manson in prison and ask for advice on how to raise a proper family.

Or use necromancy to contact the spirit of jeffrey dahmer so he can start a healthier diet.

It's insane and cannot end well.

This is not a real major deal, IMO. From the way I read it, its basically saying that Japan is trying to regulate anime and manga that has, well, "a lot of fan-service that is actually in/or near the 18+ area" that are released to minors in the markets.

EDIT:

Oh, if you don't understand what the deal is, this guy will help you: http://dankanemitsu....6s-total-scope/

Just wanna let you guys know, this WON'T affect the Big 3 or other known series, except those that has that example I just mention.

Looks like the main target is going after depictions of repulsive stuff- incestuous relationships, people 20 and over in sexual relationships with anyone under 18, sexual exploitative images of characters under 13.

About the only part that might cause difficulties for the majority of shonen and shoujo mangaka that don't do the repulsive things above is there might be some censorship depicting sexual feelings of normal 15-17 year old couples, hetro or homosexual. (the typical age range where you see some depictions of sexual relations between teens in manga) What I figure will happen is there won't be much, if any outcry if the younger of the two is at least 16 (and the older is no older than 21), as that was the minimum legal marriageable age in the lifetimes of the politicians, judges, etc... You see much the same reactions in the west.

It doesn't bother me that much, the majority of it, frankly, is a good thing.

I don't knock incest in hentai/manga/anime, mainly because I find it fine in there. I don't like it that much in real-life, but I accept it as a valid source for plot in these three.

QUOTE (From MH)
allow the government to directly regulate the above images if the depicted

In layman's terms this means they can pretty much do whatever they want to the content. Having a degree in law I can tell you that after criminal charges are laid(and they will) if people don't adhere to this ban immediately the companies they work for will not be able to function.

The problem with the government intervention is that they can pretty much do anything to mangas and animes that are deemed "harmful". This could lead to a problem that they would have too much power over the creative talent of mangakas. It's basically like a dictatorship over their creativity. What makes matters worse is that the mayor is a hard-line conservative. Oh, and it also applies to BL and Yaoi/Yuri.

QUOTE
Any material that is excessively breaches this standard can be deemed to be “harmful material” by the Tokyo Metropolitan Government unilaterally and thereby restrict their circulation from all minors (0-17 of age).

This is the problem with the bill. The government will make unilateral decisions without consulting the readers first. If some readers agree that some contents of a certain manga is harmful, then the government can step in. To be honest, this bill would be more effective if there was a readers' association representing the readers' voices. If such an association is created, they can do checks and balances on each other. I think the Tokyo government should work with an association like this. Therefore making the implementation of the bill much more effective and transparent.

I wouldn't call it fine but I'm somewhat with you on that, I don't care about it in manga but in real-life it's pretty bad.

So, then, this seems a little meaningless to me.

way too many things are getting censored.....
there is no reason for this really

sure maybe parts of it like the extreme gore or like highly sexual things but it not a good enough reason to ban all types of manga which have death and killing.....
death is something that is a part of life if you censor that then kids/teens/whomever might just take on the belief that everything is grand until something goes wrong

Officer Hentai arrives on the scene of a car-crash. "What seems to be the problem?"

A man weakly looks up from his wreck, saying "We crashed our cars, and he got plot in my porn!"

The other man in the other car got up as well in a similar fashion, adding "And he got porn in my plot!"

Officer Hentai carefully took a look at the creation they made through this accident, and quickly took credit for it by summarly executing those who saw. And that, my dear children, is how hentai was made. And Officer Hentai lived happily ever after (until peoples with horrible kinks like rape, NTR, tentacles and so on came to pervert his art), the end.

So it has begun...

I would really like to punch Ishihara's face right now. There was already a market for hentai. Now they have the power to go into the grey zone of manga and have the balls to call it hentai?

Any of you guys want to read the govenor's statement of why he passed the bill?

The Guy's Blog I posted before has the Translations of the Interview

... And since this was translated, it still doesn't make any sense of why he did it.
