But based on what you've said, I'm happy to hear that Tabata already had a solid plan of what he wanted Noelle to be when he conceptualized her.

Noelle on the other hand? In a sense she's mirroring Asta, starting weak but developing her own ability through both inspiration from Asta and her own personal motivation. Like a good supporting character, she's building up Asta- the focus of the series. However, as a main character, she gives an alternate perspective (as a noble) and furthers the story as a proper heroine.
What does this mean? Black Clover isn't just the story of Asta but the story of Asta's path to the Wizard King with the help of his friends: namely Noelle. Tabata aims to make her a prominent character to the end, and we should expect such in future arcs.
