I say right now would be Chris Evans as Naruto and Scarlet Johansson as Sakura.

I don't know many Japanese actors, mostly k-actors so.
Ji Chang-wook as Naruto
He's handsome and easygoing, a very good and all-around actor that can take on most types of roles.
Moon Chae-won as Sakura
She looks nice and cute, good at playing stubborn and fiery characters.
I'm not very picky. It's impossible to detect an anime-face where features are so similar. These two both have very neutral, not so distinctive faces, just like anime characters. But as long as the actors can give me the vibe that they're Naruto and Sakura its ok, which I don't think captain america and black widow can do..

I can see them portraying them as adults but not teenagers
