At the top of fanfiction.net, there's a bunch of tabs.
Simply click Register, Agree to the Terms and Conditions and the rest should be obvious.
That covers free registration. You can also buy a subscription which'd net you a profile pic, the saving of your fanfic stats, and other little extras.
