Actually, every male he has used it on (in canon at least) has fallen for the Oiroke/Harem. For example, there's Iruka, then Sandaime falls for it (manga-wise when he's stealing the scroll, anime-wise during the picture taking), then Ebisu falls for the Harem, and Jiraiya of course is freaking entranced.
It also seems, from his use of it, that Konohamaru's version is not as powerful, because 2-3 men have resisted it. First Ebisu, when he first learned it, and then when he refined it, Kakashi and Naruto were able to resist it. (Although technically, kakashi had his nose in porn, so I imagine if maybe an atom bomb would've been needed to get him out of it.)
And it isn't just the name. Orochimaru, the wizard that Tsunade and Jiraiya have to fight, focuses in snake magic. Tsunade and Jiraiya focus on both slug and toad/frog magic respectively. Just the names, no, the legend is clearly the basis. Just like there's the whole 'Journey to the west' spoofs or basis for a bunch of animes. like DB, Love HIna does a spoof, even the first Naruto movie does a spoof of it. (The Fuun-hime film.) So it's based. But yeah, power to the sexy babes.
