Sales and profit. It's all about the money, dear... I'm not an expert in these kind of things, but anything money related is always the easiest measurements of any product released to the public.
The Last, being *the most* successful Naruto franchise's movie *only* made about USD 14.76 million in Japan by December last year (checkout Wikipedia).
I made a post to compare with other movies released within the same year in other thread. Metantei Conan made about USD 36 million, the recent Dragon ball made about USD 49 million. Hayao Miyazaki's Wind Rises made about USD 113 million --the highest grossing movie in Japan in 2013, with a budget of USD 30 million. For Wind Rises to pass USD 100 million, it needs to attract ~8.1 million viewers in ~50+ days.
Now let's ask ourselves, after what the studio treated the fans with The Last, what's the odd surpassing The Last in terms of ticket sold?
Remember that when The Last premiered, this new movie has probably almost completed. Otherwise they wouldn't advertise it at the end of the movie credits, wouldn't they?
The desperate 2 million copies manga promo tell us one thing: that they need at least this much viewers to cover (or recover) some costs. Now suddenly those rumors about The Last didn't cover its production cost suddenly makes sense. People even associate the anime quality degradation produced by SP for other series are associated with the flop.
Here's a food for thought: The Last didn't even had 2 million viewers.
