No it's not that. You see My brother is gonna play it on his gaming laptop but his graphics card is too outdated to run the game cause he's had it for 4-5 years now so he's thinking of upgrading. As for the PS4, we're deciding to get it during the holiday rush. 
And the thing was I recently got a gaming laptop myself and it came with a free copy of the game on PC, so that's why.
