everyone can use a symbol
No, that's not in any chapter or databook.
It's her clan symbol, that's the way that kind of symbol on clothing is used for
ninja in Naruto when it's not a village symbol. A Japanese reader would immediately get it's meant to replicate the real world historical samurai clan (uji) symbols (mon). It's made clear it's her clan symbol in a chapter 1 opening illustration where it's behind her on the wall like Sasuke's Uchiha and Naruto's Uzumaki- we find out in part 2 that symbol is actually the Uzumaki clan symbol. When you see a ninja wearing a symbol on their clothing and it's not a village symbol it is their clan symbol. We see that over and over in the manga. It's her clan symbol. In fact in chapter 450 we see amongst the crowd other people with her clan symbol... so those people would be related to Sakura in some fashion.
We also see those clan symbols in Madara's flashback when he speaks about the Rikudo Sennin and his sons. We see on a page an image of clan symbols. It's meant to replicate the the real historical Japanese samurai clan symbols. Some samurai were not high enough origin status to have a clan symbol, some ninja clans in Naruto do not- Iruka's for example. The fact that Sakura does have a ninja clan symbol points to her having a ninja clan heritage. Karin comes form a non ninja family thus she has no clan symbol. Merchants, farmers, etc... don't have family crests in Naruto's world. It's specific to ninjas. (since their roles are basically exactly flipped from the real historical Japan, samurai may perhaps not have mon, like the ninja in historical Japan...)
