So I'm thinking that Kishi must have realized that many readers wouldn't buy Naruto's "it's a lie" as a counter argument against eternal life(via God Tree virtual energy like with Madara being connected to the Gedo Mazo) and happniess. A world with no famine, conflict, pandemics, pain, or loss of family and friends just wasn't threating enough. Thus Kaguya's white Zetsu army plan was born to make Naruto objectively the world's savior. Which Kishi didn't bother to explain because he didn't wanted to tell a story, but to keep people from saying these things. That's all that mattered to him I think.
A shame too as he could've done a lot more than simply have a Naruto say "it's a lie." If that's the only counter-argument, so what? Isn't lying and using deceipt part of being a ninja? World peace is assured, the cycle of hatred is ended, humans are eternally happy. Unless you get deep into the philophical ramifications of what's real and what isn't and actually make a debate out of this, Madara and Obito, although evil for all intents and purposes (all the blame-shifting in this manga is unpersuasive) did have a plan with guaranteed positive results (prior to retconning anyway). All Naruto has is vague promises that no one can realistically get behind without asspull and talk-no-jutsus!
