... but Japan LOVES it! So this is likely proof that Studio Pierrot is doing the fillers for the ratings.
This link here, courtesy from Mangahelpers, shows how fillers like the Outbreak and Inari's Courage episodes had done over the majority of the Pain Arc episodes (apparently the Mary-Sue Hinata and Whack-a-Pain episodes did not fair well too, thank goodness).
Oh Japan, you are becoming like America in TV standards..

It isn't as if this is new, after all. That god awful filler hell from Part I had high ratings from the Japanese viewers the entire time.
The Whack-A-Pain episode getting crap ratings makes sense: The artwork was so far below standards it isn't even funny, like some of the other art flubs have been. I could barely stand to finish it, and I'm sure a lot of people couldn't.

That's weird, I thought NaruHina fans would like to see the confession moment.
I hate both Naruto and Sakura, but for some strange reason I think they were made for each other.

What I get from that is that the Pain arc Mary-Sue Hinata went over like a lead balloon with the Japanese audience. I did notice that the animators haven't used Hinata in this filler hell like they did in part 1's. Hinata has never been anywhere near as popular with Japanese fans as with American fans. Now, Sasuke is as popular with Japanese fans as with American fans, so no surprise that arc got the highest ratings, but interesting that it got a higher rating than Sasuke's final fight with Itachi.

It was also rather early on in Part 2, and people still held out hope that Naruto had improved during the time skip, and most likely wanted to see what he could do. I know I felt like that. And then I was sad.
I can also understand the Pain arc getting low ratings. Pain was a pretty terrible villain, and the only Konoha shinobi that got decent fights were Kakashi and Naruto. And they both lost. Again.
Combine that with what ciardha said about the way the Japanese audience feel about Hinata, and you have a lot of disappointed fans.

Even with the theory of "something different than the manga", it's usually not a good idea to do too much filler for too long if you're trying to follow the manga faithfully. Rurouni Kenshin couldn't even finish because of a mere single season of filler; had filler between 2 different series been viewed the same, the Naruto anime would have ended a long, LONG time ago. As I said, I think it's merely because most of these fillers are more appealing to little kids.
As for Japan's taste regarding canon, I don't think any of us can objectively measure that. However, assuming many share the same opinions as me, I'd imagine why canon has not been doing well as of late is because Shippuden is a poor adaptation of the manga. It is following the story rather faithfully, while at the same time using filler to buy time. That's nothing new, all series of this type do this. However, Shippuden's use of filler is so tedious that it takes away from canon; they find a way to extend the same scene for 15 minutes, followed by unusually long flashbacks (sometimes from scenes in the same episode!) DBZ would be a good example of another series that does this; however, it's not to the same magnitude and they put some effort into keeping the viewer's attention. It was fun watching Goku power up and nearly destroy wherever he was in order to save the place, they would switch to what other characters were up to (even if it didn't make sense), and most anything extra they added was fun to watch. Plus, they did add a few different things to each fight, just make to them more interesting and fun. Also, as time went on, the animation actually improved and gave some absolutely stunning fights. Naruto Shippuden generally failed to add anything to a canon fight to make it more interesting, and if anything all the way from the VoTE, the animation actually got worse. Compared with all this plaguing the canon material, the filler episodes are probably more compact, digestible and maybe even better animated in comparison. At least with Pierrot's own stories, they can make them exactly how they want them more or less, compared with Kishimoto's work which they seem to have dropped the ball on.

and Anyone else noticed that the best non-filler episode was 175 (Naruto's return to the village and Sakura's hug) with 6,1%?
