Does it really matter which character carries the name 'Heroine' ? Heroine in this manga is just a mere title without meaning. Its all Men, men, men.
As far Kishimoto's twisted mind is concerned, there is no heroine...unless you are taking about lovesick girls.
Sakura may not have been a great heroine, but she was still the most prominent female in Naruto's life, both as a love interest as well as a comrade and fellow shinobi.
But yeah, I do agree that it's silly how Kishi apparently can't figure out how to make his female characters shine and I don't think it's because he doesn't want to, he just doesn't know how.
I always imagine it going down like this:
Alright! Time to draw some Sakura fight scenes.
A couple of hours later...
No no no! This is all wrong! I meant to have her fight, but instead she's doing she dishes! What the hell!?
Several hours later
Oh come on! Now she's cleaning the kittening house! I give up!
*sigh*
