Kishimoto keeps contradicting himself. Apparently he had always planned for NH, but then he did in fact consider NS, but then he went with NH anyway because he felt pity for Hinata. Furthermore, he never really cared for developing NH, but then SP convinced him to create The Last. 

 

Also, SP has apparently released a commercial where Sakura is feeling down because she has essentially been stripped of her heroine status.
