Now naruto is not avatar and kishi is not going to do anything fully predictable, but Sakura can still end in a good development now despite sasukes new demeanor now can't she? Narusaku can still come and sasuke can still get some good ending development despite his turn now can't they?

Just funny cause ive never seen that strong "emphasis" on SS in part 1.

I want to see what he means because funny that he asked, I woke up in the morning and thought, "Huh...I can't seem to think that there were a lot of SS..." I'll explain later.

Basically why bother with romantic development for sakura towards sasuke if he is pretty much trolled it throughout part 2??? (Sakura's confession to sasuke being it's peak)
Part 1 is dominated by sakura's infactuation with sasuke.... and part 2 just demolishes this...
Simplified: why would you build a house then demolish it straight after completing it???

Something like this is called "building romance suspense".

That's one theory, but there are others.
The one that I think makes the most sense, especially after Kishi called her feelings for Sasuke selfish is that it contrasted the true love that Naruto feels for Sakura. Take a look at the scene where Sakura confesses to Sasuke. When she does so, she says she wants him to stay because of how it will make her feel, not about how Sasuke will feel. Her main reason for him staying and abandoning his revenge [which is what he has wanted all this time] is because SHE will feel lonely. In other words it is only because of her feelings, not his. And in the end, though he thanks her for caring he still calls her annoying and then severs the bond between them.
Naruto is different. He doesn't love Sakura for her looks, but because she is like him in the fact that they are both searching for acknowledgement. However, he isn't going to force her to only be with him. If she finds someone else or does not get over Sasuke, he will do everything in his power to make her happy.

Because she hid those feelings. She didn't really truly drop it or as others may say, it just came back to hunt her because she was about to kill an old friend who she love(d?). So it got conflicted. Ino never got her resolution but you can see it was getting worse, much like Sakura. Part 1 is like childhood memory, so it's something from the past that she has to move on. Even if Sasuke goes back, she has to realize the cost of romance. Friendship is normal, but romance is a new level. So now, knowing that her character is about learning mistake and move on to be a better person, it does seem like it favors NS but time will tell. Go through bumpy road first, then the destination endpoint will be there before we know it.
For a second, I thought you meant something different.

Hmmm.... maybe, but kishi's emphasis for Sakura's desire for sasuke comes off very strong.

and Sakura's care for Naruto comes off stronger than her feelings for Sasuke.

Not really. It's just that now it's becoming her new task to overcome. What impression you got that from?

Yeah and thats exactly what makes the suspense. The main Protoganist is ment to work hard for his goals, so it would be pretty lame if sakura just had some simple sort of love for sasuke. This is all nothing more then simple storytelling.

Bolded: ummmm don't quite get what you mean here, could you explain a little bit (the friendship is normal, romance is new level part)

Well mostly with chapter 3 when she says something like "Today, sasuke-kun will be mine" <<< To say something like that... well..

Though, if Kishi wanted SS to happen, then why would he call Sakura's feelings for Sasuke selfish?
