Hmm after thinking about it for a bit, I'd have to revise my to a 8.5 out of 10.
Reason for the big part is obviously all the past development, interaction, and build up. One thing NaruSaku has over the other parings is experience. One thing that's kinda been a reoccurring event in part 2 between Naruto and Sakura is in times when they have some close build up, it gets cut off in a serious or humorous way, heres what I mean:
The reunion: Sakura asks if she looks more like a Woman, Naruto says she is the same with no clue what he did. -humor
Discovering what happens if a bijuu is extracted: Sakura worries for Naruto but Naruto tells her not to worry. -serious
Healing Naruto with Yamato present: Yamato speaks to Sakura but Naruto wakes up to cut this off, then overreacts thinking Sai made her cry. -Serious and Humorous.
Flashback of Sakura healing Naruto's arm and he tells her it feels like they were getting closer to Sasuke together: She offers to feed Naruto as he has trouble with his injured arm, but Sai interrupts and then Kakashi. - Humorous.
Team 7 reunion: After Sasuke runs away again and having the prospect of them dying, Sakura is thinking how thanks to Naruto there can still be a good ending for all of them, as she is about to speak to him, he collapses from the posion she made for the kunai. -Serious and Humorous.
There may be more, but this is something that tends to happen in some shouen manga, not surprising in here either, usually when two get some "moment" not all of them go all the way through and get cut off or interrupted a few times over the story. This is happened with Naruto and Sakura.
Only reason 1.5 is missing is because of well, Kishi's latest choices, NH had gone back down in 616, there is nothing major about deflecting an attack or fixing a shoulder, I mean didn't we see the power of the others who used actual strong techniques to do something against the ten tails? The same way Hinata assisted Naruto, didn't Sasuke and Naruto do this same type of stunt all the way back against Zabuza? Thats my point for this. The other reason, just due to the open possibility of new Sasuke potentially ruining the series. Faith is still strong but there is still a chance to screw things up.
On Hinata's side: This depends if 615 really was here climactic moment, otherwise now she has only a loose end around Naruto and if she would go for him or let go of him if she sees how he likes Sakura or if Naruto tells her he does not feel the same way.
On Sasuke's side: He is a wildcard for now, basically he is like a reactive substance and there is no telling what will happen when he comes into contact with others, its like if he goes to Naruto, he can make what we all expect, the battle soon, with Sakura, no clue, she can either do the mature thing and stick with her development, or she can regress back to part one and totally ruin it.
I may feel a bit better after watching RtN, I still have not seen it (waiting on Japanese Dub), but from what I have heard from not only NS fans, but also SS, and some NH fans, they enjoyed it and they at least acknowledge the fact that NaruSaku can fit in the story, its entwined in the main story, its the only one with real development. SS is just a fanfiction fodder pairing, NH even for its limited development to me is still a fodder pairing, not really good on Hinata's part or even Naruto's to just be stuck with her for the sake of a lack of development on Hinata's part. Difference between NS and NH- NS has a lot of development and moments, NH hits nitro on 2 of them, but that still does not make up for years of abstance at a time, I mean one big thing about Hinata, not even in 100 chapters for a 600 plus chapter manga. Its like she only has 4-5 months of total time in the chapters she appears. After the Hidan and Kakuzu arc, people thought team 8 would get an arc, nope that was Sasuke's arc, team 8 just tagged along with no real development. Naruto and Sakura only had development for what Sasuke had done and losing him again. Only person on team 8 with any development I consider is Kiba, he at least had a couple fights. What makes me feel reassured is the build up thread seeing everything, even the majority of other media for Naruto has more NaruSaku interaction. I mean in UNS3, many felt NH would be canon due to Hinata being on the legend side (hard mode), the funny thing is, the Hero side (sakura's side) choices tend to be focused around canon more (such as fighting Kurama with Bees help or using the milotic regeneration against Madara). Well that game makes no difference but in any form of media, the anime (mainly fillers), video games, the Rock lee spin off, those are where people get their fan-service, manga is for the author to write as he feels he should. 615 was not fanservice, just development Hinata needed and again, Kishi cuts it short.
NS is just dormant there will be interaction between Naruto and Sakura again, but this will be either during the current fight, after, or if there is a break with the ten tails going dormant and Madara causing the alliance to need to retreat. Even if that interaction is not until the fight with Sasuke, I can see that there would be a scene in which Sasuke is back with Naruto and Sakura approaches both of them but goes to Naruto, something many would not expect but yeah that would be her development for accepting Naruto's love for her.
Since Naruto in on break this week, I'm going to start reading up on Fairy Tail, I'm behind by a bit. Maybe watch the uncut dubs of shippuden, but NS is still highly likely and I have a lot of faith in it.
Also for the interview when he said at least 1 pairing, this means we know there will be at least one pairing minimum, this could obviously change but also when did this interview occur? The most recent is from RtN but there is also one with the new Kizuna books. Still nothing to be alarmed at yet for this statement, I mean we know NS fits and does no damage to the story, NH upheaves a bunch of it, SS destroys it.
