He said that because he loves Sakura and would like that what he answered was true. He already said it to Konohamaru in Part 1 and still, she wasn't his girlfriend.The 631 scene was meant to make the reader laugh. Sakura's not really his girlfriend. And it's obvious she still has feelings for Sasuke, or at least her issue with him is not over yet, but on the road to be. If that wasn' the case Kishi wouldn't have put an emphase on the scene in 635. The straight face and the fact that Sakura didn't deny ar just little details, but it's true that it implies that her feelings for Naruto have changed since years ago she would have strongly deny it.
To me, Sakura is between getting over Sasuke and getting with Naruto.
Side Note: Also, don't worry I haven't forgot your request about the raw of what Sai said after the confession, I will do it, but I'm very busy lately, so it's hard to find time.
There's two interpretations, this you said about and the second because Naruto didnt wanted to hear Sakura's answer because the situation is in a way similar to the kumo ninjas when they attacked Sakura and she was about to answer what Sasuke was to her, Naruto cut her off and on this scene Naruto did it again, he didnt wanted to listen to Sakura's answer so he said that she was more or less his girlfriend.
That's what i think, it's a drama moment where it makes the audience to guess what could be her answer but i believe she would likely say no, because Tsunderes always deny.

1st - Naruto says that she lies to herself. To her-self
2nd - He mentions this only after Sakura says that she doesn't love Sasuke anymore (lying to herself)
3rd - Notice how Sai, instead of saying Sakura didn't come here to lie to you". Rather he says: Sakura didn't come here to confess her feelings to you.", which also explains partly why he is so thoughtful in his answer to Minato in 631
4th - And if Kishi said that she is an honest but stubborn girl, why do people keep believing that this contradicts the chapter. He wrote it and he gave you the meaning so why keep overthinking this
I can write at least 6 more reasons to show you why this fallacy about people thinking that Sakura is lying is the lie here but in the end, I think is pointless because people keep denying Kishi's words here. And if they deny the very author's thoughts on this chapter then there is no force on this earth that will make them change their minds.
And my answer to 540, chapter 635 if memory serves. That fake smile says it all.
Finally, I believe Kishi will purposely save pairing moments for later. Remember, he's a man who likes to touch every single minute detail XD
"Fallacy" You keep using that word but i don't think this means what you think it means.
He's saying that she lied on the confession because quickly after that Sakura shows that she loves Sasuke and those are strong feelings, she does that on the summit twice, and even when Sakura was healing Karin she says that "she also must love him too" and even when she was about to kill Sasuke it show her feelings for him.
Pepsi's statement is valid.
About the author saying she was honest and stubborn, it can mean anything, it can be describing her behavior or even her expression and even if we take it as a face value like you do and tell that we are in denial because of Kishi's words, it's pretty much a lie when she said she didnt loved Sasuke anymore.
Also about your statement on 540 and 635, i wish you could elaborate how she not trusting Sasuke means that she doesnt loves him anymore, unless if you're implying that Kishi should have destroyed Sakura's character like he did with Karin.
Its not tha I don't believe Kishi's word its just kind of confusing to understand the context
He sets the confession up for shock value then sets it up like its a lie, then says himself that its true then has stuff like Sai's explanation, chapter 483 and 540 to make it more confusing.
I agree with what your saying, its just hard not to overthink it when this is all tangled up like this in a confusing manner.
The problem is that people take Sai's words seriously, if you revisit the chapter he says "i think", "i guess" and so on and forth, he doesnt say the things to Naruto like he knows what she's up to or the reasons behind her actions, Sai was simply guessing and it was used as a device to strenghten the idea that Sakura only loves Sasuke on Naruto's mind, and to prevent Naruto from realizing she was doing all that for him.
