No, I mean Fairy Tail rules as in the law, not "it's awesome!" Fairy Tail does openings/endings every 12-13 episodes. It's rather impressive. It's a good budget studio too.
Btw, it really makes you think how low budget SP can be eh? I haven't seen Toei show openings, but I think it may be the same case.

SP and Toei are pretty lazy when it comes to that rule. For SP's Naruto, it's usually two new openings and four endings per year. For Toei's One Piece... Well, how long didn't the anime have an ending anime so that the opening could run it's 2 min trademark? Still, it'd be nice if they could update the new opening more regularly.
Madhouse is actually doing the same thing, too, but it looks like they are actually saving their budget for the animation. I've noticed how the openings and endings by that studio usually never change and are a bit shorter. HunterxHunter, Parasyte, Ore Monogatori... At least, the songs and animation are super good.
