I always count Filler, but only if it meets 3 conditions
1. It must have meaning.
2. It must go somewhere.
3.Humor needs to be kept in short supply.
most of the NH filler moments do none of these.
Naruto sees Hinata naked, didn't go anywhere, nor dose he know its her, or is it ever brought up again. it DOES how ever foreshadow her training. so although its not a NH moment, it is some what development to Hinata's character..... not that it makes a difference since as I said before. everything she dose either backfires or is all for nothing. they failed the mission so they never accomplished anything (just another reason why I hate Hinata).
the first few missions with Naruto and sakura after sasuke left. It goes somewhere. there is little humor, and there reason for it. so I every moment of it. even if they didn'y bring sasuke back or find the sound village, they DID find out that sasuke was still alive and safe so they did get something accomplished.
I'm starting to see a pattern here. We see a NS moment in a mission = something gets done regardless of failure or success. NH in a mission = nothing gets done and it all is pointless. the only execption to this rule is the episode where Naruto, Kiba, and Hinata have to go on a "Mission" or else they'll go back to the academy.... I don't count it either.... why? because the whole thing was a fix. they were never in danger or life threatening trubble. in every true mission that is not the case, even in a D rank Mission you could die. not the case in this episode.
I'm sorry NH fans, but It looks like NH moments are almost nonexistent in act I.
