Guys that love their oppai and meek female characters and the gals that fawns and swoons any handsome dark bad boy over storytelling. Just look at highschool DxD for an example.

Nothing wrong with it, people just affaid other manga especially shonen or adventure manga with good story line will be hard to find because they starting to give more fan service than a good quality of story and character development, because of how popular the echi manga/anime. That's why some people blame otaku for this.
It also easy way to gain money. You know as long as you can draw a good female character with nice body and beautiful face you don't have to come with a decent/good story line, just make the typical harem story and it will sell well ... at least in japan of course. Imagine Lady GT for example she can draw so good art it can even 99% imitate the draw of Kishi himself, she can get rich just by making echi manga because she is simply can draw good image.
An out of control man needs a strong woman to control him.
And even a violent woman will become soft and tender to the man she love.

Maybe not uber-rich like becoming one of the wealthiest-people-in-the-world type of rich, but certainly more than they would make working a minimum wage job, especially if they end up getting a series off it; out of either just the doujin/manga itself or even possibly getting a (H) series out of it. There ARE people who are living off such careers, you know.
It's also not impossible to have a good story with decent plot/character development with a lot of fan-service alongside it, but it is quite difficult to do, much less maintain because you know that, more than likely, a lot of the audience is going to be far more interested in the fan-service than the plot/character development which may cause an author to think that if they sacrifice a bit more of the story and development for a bit more fan-service, then it will sell well, seeming to forget that the ecchi lovers aren't their only audience and end up alienating the ones who enjoyed the actual plot/character development.
Look at the anime version of Highschool of the Dead, for example. There was already plenty of fan-service in the manga, but it was still a cool read (until it got, last I checked, put on indefinite hiatus, sadly), but the anime version took the already-high fan-service levels and ramped them up to fifteen or more, even having it thrown in your face during zombie battles that were normally supposed to be darker, more dramatic, tense, and exciting, and even altering earlier, darker scenes with more fan-service-y imagery than what there was originally. Instead, the amount of fan-service just ruins a number of scenes that were otherwise good in the manga.
Like when Takashi and Rei are attacked by a guy at the gas station, the manga simply had him as a guy who had been driven over the edge because of seeing his whole family turned into zombies and having to kill them thus forcing Takashi to disable him so that he and Rei could escape and survive while the guy, as sorry as you may have felt for him, is left to be devoured by zombies. The anime version, instead, makes him out to look more like a perverted rapist exploiting an opportunity by having him pull up Rei's shirt and fondle her just to show off her bra and chest while still trying to pass off otherwise the same lines and actions. It took a scene that was quickly showing how the world was becoming dog-eat-dog and turned it into...some weird short rape fantasy or something.
You also have a zombie battle where...well...just see for yourselves...
An otherwise tense fight scene originally where it one couldn't be sure if they would all live or not and it's completely ruined by fan-service making me unable to take it seriously because of such ridiculous fan-service just thrown in for such otaku. I cannot watch that without laughing my butt off, which should not be my reaction to such scenes unless the entire series is meant to be like this, which it was not. The manga was able to keep the fan-service largely separate and executed in its own time (pretty minimal other times), almost like a way to help balance the darker zombie apocalypse side and help readers relax after such battles before going back into it, but the anime completely destroyed that boundary and not only allowed the fan-service to spill over the line, but they dumped in more to force it to spill over faster.
