It's definitely the set-up that bothers people. I never count NaruHina saying Naruto-kun as a NH moment anymore because Naruto's feelings is the one that matters. But I can see why the NH fans want to count it because of how it looks like Naruto's "reacting" to Hinata. Whatever they wanna say about that they can say.
But Naruto didn't hear her thought, she wasn't right in front of him, and it's OCC for him to look that worried just for the sake of Hinata when everyone's in trouble. That's giving Hinata way too much credit for a relationship that isn't even developed well and Naruto's feelings for Sakura have been so consistent. It'd make more sense if it was Shikamaru or Gaara since he's way closer to them.
It's a little irritating rn, but I know I'm gonna get over it fast. NaruSaku's development and Naruto calling Sakura his girlfriend when Hinata could've heard cannot be denied. He does still love Sakura and if he had any feelings for Hinata, he wouldn't have said. NH's standing is still weak.
Just try to ignore the NH fans. They're probably already screaming canon as we speak. More pairing wars, more shipping BS, srsly like we haven't had enough for the SS fans.

Exactly what I mean, she is just going on with her usual we have heard this 100s of times, just what is new about it? Really my argument for this is, its happening to everyone, but hey the pairing fanbases have become so violate recently it makes sense like why SS fans were in overdrive when sakura found out Sasuke didn't have concern for her safety. But yes nothing nh oriented happened and it doesn't look like, any will happen soon because she was taken out of the fight by Madara like everyone else save team 7 and the hokage. It's just hinata with her same stuff again and again and like 663 not solving anything, what does this solve? This is what I mean, Sakura's at least being given a purpose, she was protected along with naruto and Kakashi. Hinatas "moment" didn't solve or even do anything, it's just repeated reiteration of the same stuff she has been saying, but hey everytime she says naruto kun it's a nh moment right? That's exactly how the fans make it too be, it's just naruto reacting to everyone, I don't see how hinata would be prioritized when there's still plenty of hints for ns and naruto still loving sakura. Really when has hinata bee special since 615? I don't see this as a nh moment for reasons like this, just cause she has a black panel that's important? It doesn't even solve anything. Literally, it's like another unnecessary moment where nothing important happens she just repeats herself. Kishi isn't portraying hinata to the point she will have some role,this event to me confirms her limited role even more in this arc because now she is gone with the rest of the as it's only team 7 now with the edo hokages. If hinata had been saved into the dome or naruto actually showed his reaction only on her, then I would call it a nh moment, but his reaction was on everyone. Remember if hinata wasn't relevant in the eariler story, she isn't going to be now and suddenly be important and signaled out.
I seriously wrote all this, on one pointless moment, at 330 am where i am. Well I'm going back to sleep now, it's just foolish, seriously, that this was some critical nh moment when if anything, now hinata has been shafted with the majority of the cast since 573 occurred for a long fight. She isn't getting a role anytime soon,sakura is though, that speaks all the relevance you need right there, I only see it as a drama moment for how scared someone like her is, naruto is reacting to everyone though and sensing a disturbance among their chakras.nindont see this as a nh moment at all. Just dramatic filler because it doesn't bring some mutual build or concern only between them, only again hinata on naruto which is how a majority of those events work. I mean 663 was a whole different story with sakura to naruto about his dream, this one, not much new with hinata to naruto, okay I'm done speaking time for bed. I don't see this as a moment,just dramatic filler.
