Well, That's kinda over exaggerating much.

Kiba may not be a fan favourite, but he does have quite alot of fans.
So, mabye there was demand for Kiba in Japan, and Kishi probably felt guilty about his character. So, he's doing this.
Just my assumption.

But, I see your point, it would've made more sense if he did a Sasuke one-shot or a Gaara one-shot or something on a more popular character.

I'm sure Karin most likely surpassed her and Konan far surpassed her, its sad that male characters from the beginning of Part 2 could be able to defeat females at the end :/

 

Karin was taken out by a swift kick from Danzo. She's nothing without those Uzumaki chains, and even then it's no guarantee of victory since she can still be attacked. Konan is debatable. The only time we ever saw her fight without preparation she was quickly immobilised by Jiraiya after using some paper projectiles. If Tsunade uses Katsuyu, I believe she wins.

Popularity shouldn't rule the story 

This story that will probably focus on romance between kiba and the cat lady will still be ridiculous bc kishi is the one doing it, but the popularity of kiba shouldn't be used as a reason not to do this one shot, the reason is kishi inability to be a good writer who will probably end up ruining one more character

You know there's one thing about Naruto that left me curious when it came the the Zabuza arc and that was Gato. Why out of all the villians in the series was he the only one who wore a suit? I know it really shouldn't matter, but I was just curious like you see all these other threats and it's like ugh.. yeah then again Gato wasn't that important of a villian to begin with anyway.

He's popularity is not even that low on that poll. Especially, If you compare it to characters like Tsunade who was ranked #33 or Choji who was ranked #65 in 2011.

I agree. Though it confuses me that why is Kishi now deciding to do something with Kiba? He didn't a single thing throughout all of part 2 and now once the manga is over he gets a little bit of spotlight? Maybe this is the way of saying sorry to Kiba fans (are there any lol?) for him not getting any screentime in the Last.
