Looking at it again, you might be right, and that might be after the Lion Bazooka, but who's to say that's his strongest attack. Luffy just got in to gear 4, so it would kinda be a bit of a waste if we only saw one chapter of it. Doflamingo was meant to be strong, Luffy recognized that he might not be emperor level himself, that's why he joined up with law in the first place anyway. They were going to tag team Kaido. But over everything, I sincerely doubt that we've seen what Luffy can do, because up until this point, we haven't really seen what Doflaming can do. I would be a bit disappointed if Doflamingo went down so easily because he's been portrayed as a big shot, and we haven't really seen just what it is that separates him from others.
Think about it this way: yes, Doflamingo was nervous about fighting an emperor, but at the same time, he was cool with fighting a former admiral, so in all honesty, we might have done Doflamingo a disservice and underrated him. He might actually be a lot closer to Kaido than we initially gave him credit for. I would honestly wait till we see how Luffy ends the fight before we judge, because if you remember, this fight only started 3 chapters ago. We haven't even gotten into the good stuff yet.
