Yes, he did. But he did it to develop his other characters (Sakura & Hinata). The real story of his manga is about Naruto. The guy who has tons of obstacles in front of him and breaking through them. He also dreams to fulfill: Hokage and World Peace. The story is about him achieving those dreams. That's what it's all about. Pairing stuffs are a bonus along for the ride.
If we so much as mention any pairing in that survey, that makes look like idiots unappreciative of Kishi's writing.
I wouldn't worry about it too much. We're pretty level-headed here, even though this is a pairing forum. (I know the rest of the world is crazy, but hey, that's their own fault.) Anyone's opinions on the poll or survey or comment form are theirs. And they can probably fill it out as many times as they want. So it's not like it's really going to matter in the bigger picture.
On their end, they get some vital data out of it, and most importantly, draw in viewers form other sources. (Pageviews, twitter followers, etc.) All of those translate into revenue, either directly or indirectly. (Pageclicks generate ad money, twitter announcements lead to people buying dvds or getting on board new mangas just starting up, and so on.)
As for the pairing stuff, I hate to be continuing an argument, but their characters could have been filled out without the help of being Naruto's love interest. Like I said, the pairing tension is a way of ramping up the suspense in a plot. It's a plot device. No one's arguing about Naruto not being the main character. But for an author to keep readers hooked, nearly every week for 10+ years, he's going to have to use every trick in his bag. Pairing is one of those things.
This is the reason it won't be resolved until the end. Because if it was decided now, the tension would be over. Disgruntled parties would stop reading, and shipping winners would only be moderately interested in the outcome.
If NH and SS was to be finally confirmed, right now, a lot of the momentum behind Naruto's story would be lost. He would not turn out to be the character NSer's have thought him to be.
So there are a lot of reasons — big reasons — that the pairing stuff is an important part of the plot.
Don't worry about what people post in the survey. It doesn't make a bit of difference to us or to them. It's just something for fun. And profit. Sort of like a pyramid scheme.
