I have no idea what will be the canon pairing. (If there even is one at all.) But NS is the pairing that I enjoy most. Some shippers don't have fun if the pairing they like isn't canon, so let's not be angry when people jump ship. The only person we have to answer to about this is ourselves. Is this ship fun for me? Yes. So I will stay with it. It doesn't matter if a hypothetical NH fan (or any other fan) says our pairing is worse because people are jumping ship. I give you permission to tell them that I jumped ship from NH+SS to NS as a rebuttal. Everyone has anecdotes like this and they don't really matter in the grand scheme of why a pairing is likable. (EDIT: As a mod, I promise we will take care of other fans that come here to be mean, so you can rest assured.

So without further ado, I will explain why I don't think that this cover necessarily means NH:
I think that Kishi is responding to people who (rightly) complained that he had forgotten about his other characters. All of the sudden Neji has died and by having Hinata featured reacting to this sacrifice, Kishi has now quickly put the spotlight on two popular side characters.
NH could sprout from the moment the cover is referencing, but it would take a hell of a lot of development to pull off in a way that I would find satisfying. (If the next chapter had an NH wedding, I doubt a lot of NH fans would be satisfied either!) He could still do it though. Sometimes authors don't get to do everything that they want when they are wrapping stuff up. (Read Bakuman if you want to gain a bit of insight on to how little prep some authors have for the endgame.)
Public opinion of Sakura still suffers from her characterization. Hinata is a very pure person. She does not lead anyone on, call them gross for liking her, or manipulate people's emotions with ulterior motives. Sakura has done all of these things and when you sum it up like that, it sounds like Sakura is a huge B.
However, Sakura has done/does these things because she wants so hard to be accepted/influential. I think she and Naruto relate on that and this is why Naruto started liking Sakura. Naruto acted out by being an annoying brat when he was young to gain attention and Sakura changed herself to be more outgoing by being a bandwagoning puppy-love girl. Hinata has never done things which were regarded with poor opinion (in everyone's eyes) in order to gain attention/influence.
Hinata changed herself to be like Naruto. This isn't a bad thing. It is just different from what Sakura has done. These parallels I see are most likely a really specific interpretation, but that's how I see it. XD
tl;dr I think that the cover/the recent Hinata feature was serving to address secondary characters and I don't think that Naruto likes Hinata in that way right now because he already has a strong emotional tie to liking Sakura.
