Like you say, that scene was done to confirm Sakura as the girl Kushina hoped her son would love. What is the disappointment you have with this scene is what I don't get.
11) Yes, I am annoyed just as much as you that Kishi stuffs the Naru-Sasu bromance bond down our throats. But this doesn't negate NS in any way. Naruto has made it clear many many times in the manga he loves Sakura. He doesn't need to say this every few chapters. This is not a romance manga.
12) He doesn't hug back because he never expected Sakura to like him. The hug after he beat Pein was his first clue that Sakura might like him.
He doesn't mention Sakura specially because right then, she was just his best friend. What did you want him to say there?! Kushina was specially mentioned because she was Minato's wife. Plus, what happened after those words from Itachi? We get the CPR where Sakura explicitly states her desire to keep Naruto and his dreams alive. Just add them together, isn't it obvious?
I cannot consider the claims of ObiRin developement to be superior to NS. I'm sorry but that's just complete nonsense.
