I would say that is the reason. She hasn't been seen much, but her last appearance in TG left a really amazing impression. Plus the few times we've seen her have left us wanting more. Both the times we saw her with Kaneki were sad scenes, and we briefly got teased with the hospital. People want to see her, and the popularity reflects that. To be honest though, you could say that she got the number two spot, because Kaneki had more tot votes, but his votes were split by two different versions lol

This below, my friend, is what an unbias post should look like (not that I disagree with your view on Touka though )

Imao, thats so true!!!!! We know have three versions of Kaneki to choose from XD Even though a lot of people most likely still like white-haired Kaneki the most, Ishida did a good job with characterizing Haise Sasaki. I think the reason why the latter one is on spot three is partially b/c of the fans hope that he will remember who he was back then.    
Hide is rank 4 I think that just like Toukas absence, so is his absence making fans wanna see him. People are wondering if Hide will still showcase that same loyalty and trust towards Sasaki after what their last moment.
You are the OP fan here. A recent popularity poll revealed Sabo to be on Rank 2. If Im not mistaken, his intro has been teased quite a lot before he finally reappeared. Even though I havent caught up yet, I already knew that Sabo did not die back then. It was just too plain obvious. My brother thought so, too. I think his long awaited appearance and rise from the dead coupled with the fact that he works directly under Dragon (or whatever his name is) are some of the reasons why he is so famous.
As for Touka Yeah, the teases definitely made a huge impression on fans. I think everyone was in awe for a moment when they saw Touka in:re in Ch.9 & 10... I know I was Ishida outdid himself with her panels in Ch.9&10.

Btw, guys. That scarecrow ghoul with the playstation controller speech bubbles is actually an important ghoul- at least for this arc.

The one thing I constantly wonder about is what Pierrot's motive is. First with Kaneki, next with the human auction. What is it they're doing? Why do they have an interest in it?

What the kitten happened to Juuzo? Last time we say him and Mutsuki, they were standing side by side right? How did they get separated? Speaking of Mutsuki, I kinda don't like her, she seems kinda useless to me. Maybe she'll prove me wrong later, who knows.
