You sound like my ex. Couldn't let go of liking others so decided to end it with me. As Muffin said, if you can't like just one girl at a time then you might as well not make anyone your *girlfriend*. And just make sure to tell any girl you go out with that it's not serious, and you're just going out with them for fun. Less heartbreak and hurt feelings that way.

3. You should go out with me because I like you.
You should expect those three. Now, if it's option 2, you could ask her to either find out who her sister likes, or talk well about you. Though talking well about someone doesn't really do much, considering she already likes someone.
But to tell you the truth, you should ask her out despite everything. Girls like to be asked out, not the other way around. It's like a silent rule that men are the ones who should man up and prove that they like them by asking them out.
So yeah, that what you should do.
