Uuh no. No. I wouldn't say that cause I'd think the dub pushes for romance in the american dub more than the original sometimes cause during Misty's goodbye scene the Dub ramped up the ship teasing where as Ash was just thinking that Misty is a great trainer and friend in the original. Granted it's said that the shipping hints and plain friendship hints for both american and Japanese were reversed. So anything taken as romantic in american was only a friendship moment in Japanese and vice versa.
Anyways I was not saying that the dub avoided the teasing, it's that for Americans cutting your hair is not very symbolic whereas in Japan it''s a pretty big deal. It mean a girl is for a positive change, to forget the past and have a fresh start, or in a negative aspect it ancient times it meant they are banished fro their home and family (RIGHT Hinata?)
