Keep wearing pink glasses, first of all, pace drastically changed, now it's jumping back and forth and if NnT can manage it, because there was like 2 theaters of action, here it's 4 and it's not really fun at all reading such scenes.
Second, many people was speaking about far worse drawing style (not for me, but even I can see why many people liked 1st season more), some scenes are hard to even understand.
Third - rushing characters out, Tatara who was hyped as top aogiri fighter showed what? Kakuja... that is breathing fire, and immobile as stone in water. Amon that was foreshadowed as strong fighter coudn't do anything more than 1 attack at Takizawa who already fought battle with special class? That investigator of special class was killed ofscreen after how many times it was stated that he was skilled and succeded in China?
Fourth - charcters doing studid things. Amon who tried "talk no jutsu" Takizawa who just killed who squad of CCG, great timing, great discussion. Akira being silent about it even better. Mizuki only ray of light in this just annihilated Takizawa and suggested to Akira that now is time and what she did? "Hey, he killed my whole squad, almost killed me, tried to kill Amon who I thought was dead, now it's time to shield him!" Great motivation

There are only two points of action at the present, and there are only two points at any given time. Ishida is just going back and forth between each pair, and it isn't like he jumps back and forth each week. He gives each scene, Cochlea and the island, a relatively long stretch of action.
The drawing isn't bad, and it really isn't that hard to follow.
Maybe you missed the part where Kanou talked about how there were failures in his research, and that he was trying to create another Kaneki. It was implied that Amon turned out to be one of those failed experiments. It isn't Ishida's fault you missed that, it was pretty clear. You probably just saw one of your favorite characters get beat and got indignant about it. Nobody should be surprised about Tartara dying, his worth, as well as the rest of Aogiri became null when Arima and Eto lost, and Kaneki declared himself the king. At that point in time, Tartara's worth ceased to exist.
Is it wrong for Akira to harbor conflicted emotions regarding a former friend? No. It's not stupid what she did, considering it's a part of her character development. I don't like Takizawa, I hope he dies, but Akira jumping in front of Takizawa is tremendous character growth, considering that at one point in time she actually hated Ghouls. Then she met Kaneki and started to become a mother figure to him and gradually changed.
Mutsuki also didn't annihilate Takizawa, Mutsuki spit in his eye and kicked him in his balls. That's not destroying anybody. Takizawa didn't even really fight back.
So yes, the writing has been good, and the story has been handled well so far.
