Of course. Sakura is well on her way of becoming one of the strongest Kunoichi's ever. There are not many ninjas that could cope with her strength. She would easily beat any Hyuuga because
1) She is a long range fighter. 2) Her Byakugou seal- This gives her insane power and also makes her invincible.
3) She has been shown to also possess a huge amount of chakra. Its safe to say she can outlast Hiashi quite comfortably.
It's difficult to estimate anything relating to CQC from Sakura. She's never really shown any quickness or dexterity, or fluidity in her movements, or the adaptableness necessary to countering and outperforming a skilled opponent in taijutsu. The brunt of her power seems to be derived from rushing forward and trying to clobber her opponents in the face. She's so uncompromisingly rigid with these tried-and-true methods that she comes across as simplistic and linear whenever she fights. We've never even seen her use her CES throughout other portions of her body besides that instance where she elbowed a Zetsu into the ground. How does she expect to fight if her arms are preoccupied or if she's faced with a situation where punches are unfeasible?
On the other hand, we've seen some fairly impressive taijutsu manoeuvres from Neji before, a man who was logically inferior to his uncle at the time. Not only did he outperform someone with the same head-on tactics as Sakura, he did so while being outnumbered several to one.
If Chunin Exams Neji could perform that well, just imagine how incredible Hiashi is. The man has a 5 in taijutsu for a reason. And we can't forget the size of his Kaiten when he fought those shinobi during the Konoha Invasion arc or his Vacuum Wall Palm (a much more powerful variation of the standard Air Palm). I think Sakura would be easily beaten if the fight were to come down to skill alone. It's the devastation of her punches and the longevity of her regeneration that act as saving graces for Sakura's chances in this match-up.
