Blue eyes? Never heard of them and never saw them. But then again, there are a lot of different ethnicities in Japan it's possible. For example, my friend has green brown eyes and I have light brown eyes which is quite unusual in Japan. My mother has red hair and nobody believes her when she says it's natural. There might be people with blue eyes that I just don't know or encountered yet.
