I see. Well, articles in Russian refer to it as a "uniform" or "form"... that includes the special outfit (you mentioned) too (non-military?). I guess, German is more specific in terms (it's a widely known language distinction). There were a lot of changes made in the SS uniforms/outfits during 30-40s.
Haha, well I'm only so specific about it because that was a question I once got wrong in a class test. The only "official" uniforms were the brown ones and the black one wasn't concidered one officially. That doesn't mean that it's not a uniform for other countries. It's what Hitler wanted at least.
