That's exactly what it is. No print or official online source, the "source" is not named, all the "may" and "could" qualifiers. Just speculation.
It doesn't sound logical to the plotline either- Tobi Madara would want to keep Sasuke as far as possible from Naruto, certainly wouldn't genjutsu him into being friends with Naruto. That would basically insure he would lose any hold he has on Sasuke. Tobi Madara wants Sasuke to keep hating Naruto so he'll want to fight him to the death. I think it's far more likely that Sasuke will make a cameo appearance and it will be connected with Itachi. (Note as well in the poster where he appears, Sasuke doesn't look any different. I think Tobi Madara will do very little, if any genjutsu on Sasuke. Sasuke isn't really a problem for Tobi Madara right now, all he has to do is the same as he has, influence Sasuke's mind to think in a direction that fits his aims, no genjutsu needed. As Itachi said, Sasuke is quite gullible to anyone who says the right words to him.
