i remember making this a few years ago, and i still think he looks perfect 
A younger dylan sprouse for a younger naruto, (looks and acting)
and Max Thieriot, for Older naruto (only looks so far... not sure about acting XD)

I just realized this: if it's filler, or it's srs-training, Naruto almost always has his shirt off one way or the other. That would make casting a little bit awkward, I thinks.
Anyhow, I stand by my assertion of Hugh Laurie = Konohomaru. Anyone who disagrees will get poked with a cane made of Vicodin.

I guess Emily Browning could make a good Sakura.
And perhaps Amanda Seyfried as Ino
As for Naruto,maybe Chace Crawford.
I think if correctly caracterized,Ian Somerhalder could be a good Pain.
I can't really think someone for Sasuke or Kakashi.

Arnold Schwarzenegger as Jiraiya. Just work a bit on the accent, and he'd do the role pretty well I think, just give him a wig! Not only that, but he's had real life experience!

I know this is supposed to be lighthearted, but there's only one guy who I think could pull off Killer Bee in a live action movie, and here he is in all his glory.
